Frankfort Man Charged With 12 Felonies After Sex Crimes Investigation Involving Minors

The serving of a warrant in Frankfort resulted in the arrest of a 76-year-old man on 12 felony charges based on allegations of sex crimes against minors.

On Feb. 5, the Frankfort Police Department reportedly served a search warrant in the 1,000 Block of Rowe Street on the residence of Richard Q. Henson, 76, in connection to allegations of sex crimes, leading to his arrest by detectives on Feb. 5 following the serving of the search warrant.

The Clinton County Prosecutor officially charged Henson on Feb. 7 with four counts of child molesting, fondling or touching with a child under 14, level 4 felonies, four counts of sexual misconduct with a minor committed by a person at least 21-years-old, level 5 felonies, four counts of contributing to the delinquency of a minor, level 6 felonies, and possession of marijuana, misdemeanor.

According to court documents that showcased a forensic interview with detectives on Jan. 3, one of the victims was 13-years-old when they first interacted with Henson, and the victim stated that they would regularly visit Henson’s house where the two would allegedly consume alcohol and marijuana together. The documents stated that the victim recalled instances of Henson asking to touch the victim sexually before providing them with alcohol or marijuana, and the victim claimed that they consumed enough alcohol to reportedly “black out” during one of their visits to Henson’s home, allegedly waking up in Henson’s bed without any pants on while being straddled by a naked Henson.

Eleven days later, on Jan. 14, a second victim was interviewed who was also 13-years-old during the alleged incidents. According to documents of the interview, the victim claimed that Henson began touching them inappropriately in August or September 2024 during one of many visits to his home, and the victim claimed that Henson would commonly make sexual advances in the living room of the residence while other instances would occur in the bedroom. According to the victim, Henson allegedly tried to touch them under their clothes during the encounters.

Court records continue to show that additional victims came forward with similar encounters that involved visiting Henson’s home, where they would allow him to touch them inappropriately or sexually in exchange for alcohol or marijuana. Documents allege that all the victims were between the ages of 13 and 15.

During the service of the warrant, officers reportedly recovered marijuana, “marijuana cigarettes” and a journal where Henson allegedly detailed an encounter with one of the victims, court documents state. Henson allegedly admitted to touching the victims, who were all minors according to the documents, and kissing one of them as well during the initial interview with detectives, which led him to allegedly state that he partook in the acts to “feel some sort of excitement.”

Henson reportedly remains incarcerated as of Monday evening following an initial hearing on Monday, Feb. 10 at 2 p.m. in the Clinton County Circuit Court.
