Clinton County Area Plan Commission voted 5-0 to send a favorable recommendation to rezone 714.55 acres from Agricultural to Light Industrial to the Clinton County Commissioners subject to 14 commitments which have been approved, negotiated or are still in process with the Area Plan Commission staff and attorney Jay Moore. This action keeps the proposed Clinton County Data Center alive and the Area Plan Commission recommendation will be placed for consideration by the county’s three Commissioners.
In a four and a half hour meeting at a full Skanta Theatre, public comments were heard after the Area Plan Staff report led by Liz Stitzel said that all five findings for the process were met. Stitzel’s extremely detailed and lengthy report did not give an unqualified positive recommendation to the board but specified 14 items that should be addressed before the staff report would give a favorable recommendation to the board. The board made these 14 recommendations part of the motion which passed 5-0 with two Area Plan Commission members abstaining and not present for the meeting.
The final motion receiving the 5-0 vote read:
Motion “To send a favorable recommendation to the County Commissioners with the commitments that were discussed to be finished and revised before Commissioners would adopt anything.”
These commitments include water use, lighting, sound, unacceptable land uses, no drill requirements, no nuclear or wind energy, road plans and other specific requirements that would be attached to transfer of land to the developer.
