Rossville School Board Approves Facility Improvement Bond, Personnel Recommendations, and District Initiatives

The Rossville Consolidated School District Board of Education approved several significant initiatives during its regular meeting Tuesday evening, including a bond resolution to address critical facility improvements, personnel recommendations, policy updates, and financial actions in preparation for the 2026-2027 school year.

The Board conducted a public hearing on an additional appropriation for a proposed General Obligation Bond to fund approximately $2.265 million in school facility improvements. District officials explained that the projects will modernize aging infrastructure, improve school safety, enhance classroom technology, and preserve district facilities. Planned improvements include student and staff devices, classroom technology upgrades, roofing projects, HVAC improvements, auditorium lighting, security enhancements, telephone system upgrades, and district software. Following the public hearing, the Board unanimously approved both the Additional Appropriation Resolution and the Final Bond Resolution, allowing the district to move forward with the financing package.

The Board also approved the consent agenda, which included the June 2, 2026, meeting minutes, claims, payroll, and financial reports.

To prepare for the upcoming school year, the Board approved several personnel recommendations. Members accepted the resignations of Tier II Custodian Richard Cook and Clinton-Carroll Joint Services psychologist Shelby Soltz. The Board also approved multiple certified and classified staff appointments, mentor assignments, athletic coaching recommendations, and a contract with Clinton-Carroll Joint Services to provide psychoeducational evaluations through May 2027. Updated classified employee handbooks for exempt and non-exempt staff were also approved.

Continuing its commitment to sound governance, the Board adopted revisions to several district policies developed in collaboration with the Indiana School Boards Association. The updates addressed employee resignations, student discipline, attendance, acceptable use of technology, reporting threats made to employees, and student abuse.

The Board also approved several financial items to support district operations and instructional programs. These actions included updated employee surety bonds, curricular materials and associated fees, revised student lunch prices effective August 1, continuation of the district’s partnership with Indiana Online Academy, renewal of the Clinton-Carroll Joint Services cooperative agreement, approval of a memorandum of understanding supporting special education services, and a budget reallocation transferring approximately $61,400 from the Debt Service Fund to the Operations Fund.

Additional actions included designating district officials authorized to execute residential placement agreements, as required by the Indiana Department of Education, and approving the use of a school bus to transport Leadership Clinton County participants to a leadership event at Purdue University on August 8.

Board members also received reports regarding upcoming professional development opportunities for district staff, including conferences focused on student data privacy, instructional leadership, special education, and teacher mentoring.

The next regular meeting of the Rossville Consolidated School District Board of Education is scheduled for Tuesday, August 4, 2026, at 7:00 p.m. in the district’s FLEX Space.
