James Milton “Shorty” Douglass, 96, of Frankfort, died November 23, 2023 at Wesley Manor.  He was born February 3, 1927 in Clinton County, Ind. to Earl Neely & Bernice (Stern) Douglass.  He married Patricia Anne Douglass on June 21, 1947 in Centralia, Illinois and she preceded him in death on June 17 2007.

James was a 1945 graduate of Kirklin High School.  He worked for Nickel Plate Norfolk & Western railroad as a switchman for 37 ½ years, retiring on August 8, 1988.  James was a member of the Scotland Christian Church, AARP-UTU and the John Purdue Club. During his younger years, he was very involved with youth baseball.  He enjoyed golfing, bowling and loved to travel.

James is survived by his sons:   Gregory J. (Kathy) Douglass of W. Lafayette, Craig A. (Deborah) Douglass of Frankfort, brother:  J. Wesley Douglass of Fort Wayne, 5 grandchildren:  Chad (Brenda) Douglass, Andrea (Gary) Drew, Allison (Derrick) Ridenour, Amy (Ron) Huelskamp and Joshua (Melissa) Douglass, 13 great grandchildren and 1 great great-grandson. In addition to his parents and his wife, he was preceded in death by a granddaughter, Megan Douglass and a brother, Dick Douglass.

Funeral Service:

Visitation will be 1-3 p.m. Thursday, November 30, 2023 at Goodwin Funeral Home, 200 S. Main St., Frankfort.  Funeral service will follow at 3 p.m. at the funeral home.  Burial will be in Bunnell Cemetery. Barnett, 94, passed away peacefully on November 30, 2022, in Wesley Manor Health Care Pavilion.

Opal was born June 6, 1928, in Danville, Indiana, to Hubert H. and Leona E. (Schenck) Westerfield.  She graduated from Decatur Central High School in 1946.  On July 30, 1950, she married the love of her life, W. Marvin Barnett, in West Newton, Indiana, and they enjoyed 70 years together before he passed away on October 8, 2020.

Opal and Marvin made their home in Boswell, and she worked at the Farmers and Merchants Bank in Boswell from 1971 until her retirement in 1994.  She was a member of the Boswell United Methodist Church, where she served on numerous committees and sang in the choir, was a member of a home ec club, Quest Club, served 16 years on the Boswell Library Board, and was a member of the Lafayette Dulcimer Society.

After moving to Wesley Manor in 2005, Opal and Marvin were very active in the community’s activities, including the Singing Saints and the String-a-Longs, of which they were original members.  Opal also worked many hours in the Share & Care Shoppe.  She enjoyed crocheting, reading, and crossword puzzles.

Surviving Opal are her children, Roger Barnett, Jerrold (Carol) Barnett of Bloomington, and Teresa (David) Galassie of Columbia, South Carolina; grandchildren, Adrianne (Adam) Dietz, Allison Galassie, Aaron Barnett, and Ross Barnett; great-grandson, Joshua Dietz; and sister, Phyllis (James) Barnett of Franklin.

She was preceded in death by her parents; husband; sisters, Marjorie Tigner, Viola Bangel and Gladys Dorrell; and brothers, Lewis and Alton Westerfield.

Visitation will be held Friday, December 2, 2022, from 10:00 a.m. to the beginning of the service at 11:00 a.m. in Amanda Reid Memorial Chapel at Wesley Manor, 1555 N Main Street, Frankfort, with Chaplain Deborah Musick officiating.  Burial will follow in Green Lawn Cemetery.  Genda Funeral Home in Frankfort is assisting the family with arrangements.  Memorials in Opal’s honor may be made to the Wesley Manor Good Samaritan Fund, or the donor’s choice.  Messages of condolence to the family are welcomed at www.gendafuneralhome.com.

[FULL STORY]]]> The Indiana Department of Revenue (DOR) wants to remind nonprofit organizations about changes to how they file their annual report with the agency and how they will access sales tax exemption certificates beginning next year. 

Earlier this year, Indiana General Assembly passed new legislation revising the filing frequency for Nonprofit Organization’s Annual Reports from annually to every five years.  

After 2022, the due date for the new Form NP-20R, Nonprofit Organization’s Report, is based on the last two digits of the organization’s federal employer identification number (FEIN). Form NP-20R will be due on: 

  • May 15, 2024, if the organization does not have a FEIN or if the organization’s FEIN ends in 00 through 24. 
  • May 15, 2025, if the organization’s FEIN ends in 25 through 49. 
  • May 15, 2026, if the organization’s FEIN ends in 50 through 74. 
  • May 15, 2027, if the organization’s FEIN ends in 75 through 99. 
After the date shown above, nonprofit organizations must file Form NP-20R by May 15 every fifth year.  

Organizations will need to file a Nonprofit Organization’s Annual Report for tax year 2021 in 2022 to qualify for the new filing frequency. This also applies to fiscal year filers whose tax years end before Aug. 1, 2022. 

Note: Organizations will not need to file Form NP-20 in 2023 for the 2022 calendar year. In addition, fiscal year filers who file Form NP-20 for a fiscal year ending after July 31, 2022, will not need to file an NP-20 during the 2023 calendar year.

Nonprofits will still need to file Form IT-20NPIndiana’s Nonprofit Organization Unrelated Business Income Tax Return, for each year in which the organization has unrelated business income (as defined under Internal Revenue Code Section 513) of $1,000 or more. 

Beginning Jan. 1, 2023, nonprofit organizations should no longer use Indiana General Sales Tax Exemption Certificate (Form ST-105). Nonprofits will be required to utilize Form NP-1, Nonprofit Sales Tax Exemption Certificates. These forms will be available only through DOR’s e-services portal, INTIME.

Nonprofit organizations not currently registered for the portal will need to register on INTIME to create and access their exemption certificates as of Jan. 1. Instructions on creating an INTIME logon are available in the INTIME User Guide, available at intime.dor.in.gov. 

DOR also reminds nonprofit organizations about the repeal of the “30-day rule” for fundraisers. Until July 1, 2022, qualifying fundraisers lasting less than 30 days were exempt from sales tax. Effective July 1, 2022, this rule was repealed and replaced with a different threshold. Once sales by a nonprofit organization reaches $20,000, the organization is now required to collect state gross retail tax on sales for the remainder of the calendar year. The new rule applies to all units operating under the organization’s nonprofit registration with DOR.

The Bulldogs started out slow but found their game just a little too late. Heights led the entire game until the final quarter when the Bulldogs powered up and tied the game with around three minutes left but the Huskies came out on top by the score of 64-56.

Top scorers for the Bulldogs were Troy Smith with 24 points, Luke Davison with 16, and Lane Davis adding 9 points.

Top scorers for the Huskies were Tillman Etchison with 21 points, Maddox Bohland 19, and Sam Dawson adding 12 points.

Clinton Central JV also fell to Hamilton Heights by the score of 70-29. The Bulldogs struggled throughout the game.

Top scorers for the JV Bulldogs were Brady Boone and Amrin Barrett each with 8 points, and Camdyn Price adding 6 points.

Clinton Central will travel to Fountain Central Friday Dec 2nd.

[FULL STORY]]]> Just hours after learning Richard Allen’s attorney’s filed for a change of venue in the 2017 murder case of Libby German and Abby Williams the special judge overseeing the case against Allen has moved to make court documents in this case available to the public.

The probable cause affidavit is now public and state that the statements of witness’s contained in the documents are considered reliable and credible due to with witness’s personal knowledge and/or are corroborated by the totality of the circumstances.

The documents released are released are a redacted version. The judge made that decision not to release all of the information but to give some clues as to what led up to the arrest of Richard Allen and what links him to the crime.

There was a 40 caliber round between the bodies that was sent to the State Police crime lab. The round had marks on it that it had been cycled through a gun belonging to Richard Allen.

The documents talk about Richard Allen’s wardrobe, voice, and his vehicle (where it was parked).
They also have evidence on the cell phone where one of the girls says “GUN” as the alleged suspect was approaching them.

Ronald served in the United States Army from 1962 – 1965.  He worked at ADM for 30 years.   He enjoyed golfing and traveling around the United States and spending time with his family.

He is survived by his daughter, Jennifer Yancey; brother, David Reed; sister, Virginia Knoff; and grandchildren, John and Joel Yancey.

Along with his wife, he was preceded in death by his mother, Eva (Gabbard) Reed; stepfather, Doward Reed; and brother, Raymond Richardson.

A graveside service will be held Friday, December 9, 2022, at 11 a.m. at Sims-Brier Cemetery, 8184 Bath Rd, Brookville, IN 47012.  Genda Funeral Home in Frankfort is assisting with the arrangements.  Online condolences may be made at www.gendafuneralhome.com.

The motion states also that many Carroll County residents actively participated in the search for Libby and Abby and could actually have information such as the layout of the area searched and could infect the jury that already have opinions based on their involvement.

Allen’s attorney’s believe that moving the trial at least 150 miles away would reduce the likelihood of a tainted jury.

Attorney’s also state that even before Allen had been accused, extensive media coverage, social media, and pod casts began as soon as the girls went missing and continued after the victims were found for 5 plus years.

The documents in this case are still sealed and no answer fromt he judge yet as to when they will be unsealed and available.

Margot attended High School in Germany and completed 3 years of business school.  She was a homemaker who also enjoyed all animals, especially birds and Teddy, her Yorkie.

Her family includes:

2 Daughters:  Bridget Ailor of Frankfort, Kimberly (Max) Snyder of Lafayette, 1 Son:  Shane Storm of Arlington, WA, Cousin:  Ulrika Bast of Kirchheimbolanden, Germany, 11 Grandchildren, Tara Snyder, Chad Snyder, Morgan Crum, Allison Fausett, Chelsey Bustillos, Aubrey Garriott, Lukas Huff, Isaac Huff, Darius Storm, Caden Storm, and Wyatt Storm and 18 Great-Grandchildren.

Margot also had an older brother, Klaus Krämer of Germany.

She was preceded in death by her parents, husband and daughter, Amber Leigh Storm in 1986.
